According to § 12 SGB V, the patient is entitled to benefits from the statutory health insurance funds that are economic, sufficient, necessary and appropriate.
"The services (eg, treatments, examinations and even medicines) must be adequate, appropriate and economical; they must not exceed the measure of what is necessary. Benefits that are not necessary or uneconomic can not be claimed by the insured (patients), may not be provided by the service providers (eg physicians) and the health insurances may not be granted. "
Anything beyond this is an IGEL achievement, as it goes beyond the level of adequate and necessary patient care as defined by the legislator.
